WebCura should actually be the one parsing that, and spit out the rendered lines, so like M140 S60 M190 S220 (with whatever temperatures you've set in Cura). Those are commands that klipper will be perfectly happy with. So you need to look at your gcode file, and see if the actual values have been correctly inserted or not.
