The top hopper must be pointed away from the bottom hopper, otherwise it pushes items into the bottom hopper. WebHopper minecrafts cann succ items through one block. So you place the rails; hopper minecart on top and above that eg magma blocks. Any items that fall on top should get picked up by the hopper minecarts. I can't help but notice that the hopper minecarts don't pick up the slime balls that are on the magma blocks above it.
