Rather he is simply in a state of extended hibernation brought on by some weird psychic whiplash that knocked him unconscious when his "Voice" was killed. WebEmperor was always suppose to be the big bad but the original plan was to have the Emperor just consume planets and everyone needed to stop him. They scrapped this expansion in favor of Jesse Sky's KOTFE idea. The in universe reason is the Emperor began to see the Sith Empire as failures and left to make a new one.

Bounty Hunter runs a distant second, followed third by Sith Warrior. Overall, I found the Republic stories to be severely lacking, too "goodie goodie", and predictable.
